The Oil Sector


The Ministry of Oil

The Ministry of Oil was formed as a separate Ministry from the Ministry of Commerce & Industry by virtue of an Amiri Decree dated August 12th, 1986.

Article two of this Decree provides the following:

    The Ministry of Oil shall be responsible for suggesting the general policy for the oil and gas sector and shall follow up on it's implementation. It shall cooperate with the Commission in the matters that are within the responsibilities of the Commission and shall supervise the execution of its decisions.

    The Ministry of Oil shall supervise all public institutions and authorities that are related to the oil sector and shall exercise the State's rights in those institutions.

    The Ministry of Oil shall establish and develop relationships with foreign public institutions and authorities that are related to the oil sector.

In sum the Ministry exercises policy making powers in conjunction with the Commission and performs a supervisory role over all public institutions that are related to the oil sector in Kuwait. As such the Minister of Oil is the Chairman of KPC and a member of the Commission.
